There are a number of gliders fitted with hand rudder controls (the rudder is actively used in a glider, so they are very effective). I believe Shennington near Banbury has(had) an instructor teaching in one.

There has been plenty of work in the background on assisting the French authorities to recognise the UK's NPPL (SSEA) for flying in France. It would appear a solution is near. The link on the LAA website explains the latest position.
