Non-EASA aeroplanes operate under national regulations. Therefore, your source document is the UK Air Navigation Order ( CAP 393 ). This applies to NPPL holders whose licence and/or ratings were issued by the CAA before the 8th April 2018.
The latest exemption does not appear to have this restriction; in paragraph 3 of the document it states that the exemption applies to any person holding an appropriate licence.
