I believe you are correct.

CAP804 states:

3.9.1.1 Where the holder has not undertaken the skill test or the flying training specified in b) iii) above a certificate of revalidation may be issued but must be endorsed “single seat
only”

Having lived in the USA I like the American system. Send an invoice or renewal reminder for say £50 dated dd/mm/yyyy and state if paid before that date it is £49 !!

It is not uncommon to have to ballast an aircraft for a permit test flight. You have to get to 90% of the MAUW. Nice to see that the wordings from CASA are in plain English and none of this exemption "this", sub-section "that", paragraph "whatever", sub-part "nn", sentence "aa" etc. that take an hour to decipher from whatever the original documention stated!
