Hi Ian, I'm not sure whether I have got the right end of the stick as far as your query but you can upgrade an NPPL (M) to an NPPL SSEA, without having to do a complete course. And, as it is a Rating and not ab initio training, you could do it in an approved for training PtF aircraft. Unfortunately ...

There was a time when you had to prove vat was paid and there was a form that you took with you as proof, but that was binned about 20 years or more ago. They do sometimes ask N reg owners but otherwise I think you're OK. I was ramp checked three times post needing the form and vat was never queried.

Hi Matthew. There is a democratic process for the changing of Articles, the board can't simply decide to do it. I have no doubt the ramifications of the Bill Woodhams issue will be discussed by the board and if it is deemed necessary to amend the Articles to deal with a reoccurrence of similar issue...
