Sign off NPPL CofE

I’m a part-FCL FI with FCL.945 privileges and also a Type Rating Examiner on a commercial type. Can I sign an NPPL certificate of experience:
1. Where I have done the hour’s flight as per FCL PPL?
2. If I have not done the flight?
