Batteries as fuel

I had an interesting conversation with Paul Dewhurst at the flying show about whats happening on electric powered SSDR's.
At the moment batteries are not counted as fuel, (strange as they do drain) but he was saying there is some movement in his discussions with the authority and hopes a change may be forth coming.
Personally I have enough problems with torque and power on a petrol engine without introducing volts and amps.
