Fitting of Mode C transponder conflicting advice

I know this has done the rounds but I am reading conflicting advice on fitting a second hand mode C Transponder ..The LAA state that all new installations must be mode S full stop.

However LAA leaflet TL3.03 April 2014 states ..

The installation of a transponder is a useful tool in helping other airspace users be aware of your position. Although Mode S units are mandatory in certain areas (e.g. above FL100, the London TMA, transponder mandatory zones, etc. – full details in UK AIP-GEN 1.5), it is still permissible to install Mode A or C units on aircraft where transponder carriage is voluntary. Note, however, that the long-term ambition of the CAA is to phase out Mode A and C units and so they may have a limited useful life. Also, the requirements might be different when flying in other countries.

So does this mean I can legally install a second-hand mode C unit with the caveats of voluntary use ? and keeping clear of mandatory mode S airspace ( which I do anyway )

The CAA will not approve a new installation of Mode A or A/C so Mode S is it.
The CAA will approve existing installation upgrades from A to A/C.
You have not stated whether you have a current A/C transponder or none at all. Without that info it will be a lottery as the the response you get.
