I have just read Mike Barnard's article on the modification process.

From Mike's explanation, I think I can understand now why there is so much frustration in the process, and think I see a way forward.

It seems to me that Francis and Andy's time is a pretty precious resource, so we have to make sure that mod requests presented to them are well thought out.

We as members have our part to play in getting the data correct, but with the best will in the world we aren't all great at getting the info down or seeing the holes in the data we are presenting. In an ideal world, our inspectors should be able to help, but that isn't always their forte either.

How about if some of the suitably qualified members were given delegated powers to vet submissions and help members prepare submissions to an appropriate standard. I am sure that there are a number of folks out there who would be willing to assist in this work. I am sure that there are folks who have specialist engineering skills in composite construction, engine design issues etc who can help turn a member's vision into something that is easy for Francis & Andy can quickly run the rule over and sign off.

This is not in any way intended to diminish LAA Engineering's power, just streamline the process.

I see the service developing something like this


* LAA ask for volunteers
* LAA vet the offers and publish their names along with their areas of expertise
* member sends a mod to LAA
* LAA quickly assess it for apparent content, and decide it is acceptable or requires more study
* In the case where more study is required, the member is advised to contact one of the delegated modification specialists
* member sorts out the problem with the help of the specialists, who signs to say he has looked over it, checked calcs etc
* member resubmits
* LAA do their due diligence bit and sign it off
