Light Aircraft Association

If I was to buy a French registered aircraft operating on a CDNR, is this their equivalent of a Permit to Fly and is there a straightforward conversion process to a Permit or will I have to go through the whole process from scratch? I would register the aircraft with the CAA.

Any advice would be greatly appreciated.
