Test Flights

Issued by the CAA today lists people deemed suitable to carry out test flights. Like many CAA publications it is as clear as mud and open to various interpretations. But it quick reading seems to indicate that it may restrict who can do test flights.
Anyone any clearer ideas.

2.3.1 For check flights on aircraft below 5,700 kg, there are a number of flight-test accredited
organisations which can provide briefings (currently only for fixed wing and gyroplanes)
designed to cover the subjects previously covered by the CAA briefing process. For example,
both the Light Aircraft Association and British Microlight Aircraft Association run their own
schemes for qualifying pilots to carry out check flights for aircraft that fall within the scope of
their approvals. It is recommended that candidate check flight pilots follow one of these
schemes.

Engineering have always had the say on whether a pilot has the appropriate skill level to carry out a flight test on an LAA aircraft. It usually hinges around time on type or a similar type. http://publicapps.caa.co.uk/docs/33/Inf ... 016081.pdf does not appear to change that in any way.
