Prop Removal

Hi All
I have not long started this flying thing and purchase a Rans S6 but the cowl needs some repairs to it, but to get this done the prop needs removing the refitting. What my question is can my instructor sign off the refit or is this only down to an inspector.

TL205 sets out what can be done by an owner and I don't see prop removal or replacement on that list. In that case the work will have to be approved by an Inspector (not an Instructor unless he is also an LAA Inspector).
