PTL/1 and changing a propellor

I'm curious to know why my aircraft type (Zenair CH701) doesn't appear on the PTL/1 list at all, yet there are many examples of it under the TL 3.17 List of Prototype Mods. I'm trying to change my prop to one that's already in existing operation with other owners under TL 3.17. However, I need to go through the whole Repeat Mod 4 process with associated processing delays. If my type and engine/prop appeared on PTL/1, then I wouldn't need to go to these lengths. Even more frustratingly, the Zenair 601 appears on the PTL/1 list with the same prop and engine combination I seek permission for, but not the Zenair 701.

What's the reasoning behind PTL/1 being so limited to just a handful of types?

Possibly because the repeat mod is a recent addition. Previous owners not having the option for a repeat mod.
