Heater problem

I have a Xair Hawk ( Great little plane ) fitted with a heater. The heater is useless.
I have replaced all of the air intake pipes,sealed the heater body with heat resistant sealer and still not getting any heat in the cabin. On testing the system by blowing air through the air intake at the front of the aircraft it appears to flow perfectly up to a home made on off valve mounted on the firewall where it disappears.
Can anyone help?
