Applying mandatory mods retrospectovely

If a home built aeroplane is built and flying, and then a mandatory MOD is added to the TADS document, is that MOD supposed to be applied to the existing airframe, or does it only apply to new builds from that date?

My understanding is that It should be applied to existing airframes. Think of it as an AD.

That is also my understanding, just keep seeing "un-mod'd" aeroplanes!
