Parachute

I'm told that the rescue services won't attend at a light aircraft crash if they think there might be a balistic parachute fitted.(Health and safety in reverse there, these are supposed to save your life) Does anyone know the truth behind this and if you can get stickers saying "No Parachute Fitted" ?
