Planning Problem at Wellsbourne

A planning application has been lodged which proposes to build 99 houses very close to the threshold of Wellsbourne runway 36. The application also includes business and retail premises which are not a problem but the noise nuisance to the residential development would certainly bring pressure on the airfield to limit its operations and potentially to close.

Helpfully the new National Planning Policy Framework (NPPF) which came into force last week says

"development will often create some noise and existing businesses wanting to develop in continuance of their business should not have unreasonable restrictions put on them because of changes in nearby land uses since they were established"

The airfield is an existing business having been established in 1941 and the Stratford District Draft Core Strategy says it supports the continuation of the airfield as it must do because the NPPF again says

“When planning for ports, airports and airfields that are not subject to a separate national policy statement, plans should consider their growth and role in serving business, leisure, training and emergency service needs. Plans should take account of this Framework as well as the principles set out in the relevant national policy statements and the Government Framework for UK Aviation.”

I know little about how planning works, but the mechanism sounds flawed. This airport was there first, and the residents potentially second if approval goes ahead.

How then can a new group of residents bring about the power to restrict operations on a field? If I choose to live by a busy road into homes that have just been built by that road, does the neighbourhood have the power to close or narrow the road because of excessive car noise?

Perhaps the only power residents should have would be to limit further growth of the airport but the existing number of movements must be preserved. It's remains unwise to build residential areas by an airport. Transport infrastructure tends to and wants to get busier over time, not the other way round.

How about have the airport acquire the land and lease it to aviation FBOs or other industrial/commercial operations to boost its own revenue? And if there's space for residential development, perhaps we could have an air park. :wink:
