Why we need Insrument clearance

Looked out this evening to cloud base at around 2,000' and breaks showing a glorious sky on top of cloud that was probably only 500' thick, it would have been the perfect evening to shoot up on top, turn the aircraft upside down a few times, enjoy the sight and descend back down before sunset - no real nav equipment needed and basic instruments would have done the job, all we need is the clearance to do it!
