Could this have anything to do with the Ofcom resurrection of planning to charge for use of the airband radio spectrum.

That would free up the CAA/NATS operated VOR & DME bands / excuse the CAA/NATS from having to pay for them while leaving the ILS band untouched (perhaps because the airfield operator would pick up the tab for those transmitters!).
