The purpose of this Information Notice is to notify the adoption of the hectopascal (hPa) as the unit of measurement for atmospheric pressure within the UK with effect from 17 November 2011. This information will also be promulgated by Aeronautical Information Circular.

It doesn't change the numbers. The US has been using Inches of mercury for years which is why until now when you say a pressure over the RT you have to say millibars after any value less than 1000 to avoid confusion.
It has been officially hectopascals for years in the scientific community and is noted as such in my 2005 edition of CAP452 dated 2005 with a note that the UK will use the millibar for the forseable future. Perhaps with this change we will not need to use the term even for pressures below 1000hPa so just "QFE 998".
