That paper makes very interesting reading.

If you have ever tried to make sense of the EASA website you will understand why I have much sympathy with the statement:- "Any reasonable person observing this seminar would have concluded that, in totality, the regulation is incomprehensible to the stakeholders it regulates."

Why EASA did not take the FAA system (which appears to work very well) as its model is a great pity.
