Which countries permit permits?

I understand that France grants blanket permission for PtF aircraft from the UK (a reference would be good, please).

Which other countries do so?

I’ve applied to Spain and Portugal in the past month.
Spain sent permission back after 2 weeks on the day I wanted it to start, that was for a month. This was using the new form on their website.
Portugal haven’t responded as yet. I sent it to the general E mail address I used 5 years ago that worked then.
If anyone has any ideas on Portugal please let me know.
The annoying thing is I’m grounded now doing an unexpected top end on my aircraft (RV9), as quickly as I can.
Regarding Italy, after much surfing and discussion with friends I’m going with E mailing my plans to them as suggested on their website.

At least two countries have implemented the ECAC recommendations, but apply them to EU and EEA member states only: Luxembourg and Spain.
