Garry,

If you look at the Consultation front page you will find the text below in red and the word "link" in blue and underlined. When your cursor passes over that hyperlink it changes to a finger and you can select it, taking you to the counter.

The text I wrote is:

So we can keep track of the number of responses from people who use this website, once you have sent each of your submissions, please would you use this link to confirm your response.

When I open the consultation page the whole of the paragraph you refer to is in red text and there is no hyperlink to the counter.

No. ".....link..." is in red with the rest of the text and there's no hyperlink from it.
